Today, the risk management of budget challenges throughout the budget process is greater than ever. The process of change has been driven by new information and communication technologies, resulting in e-government. The purpose of this scientific paper is to see whether budgetary challenges have an effect on the performance of e-government in complex financial systems based on factors F1, F2, F3, F4, and F5: lack of information, lack of cooperation, lack of resources and reduction of focus, lack of budget experts (...) and financial stability, and shortcomings and inconsistencies during the budget process. Therefore, this study aims to advance the understanding of how to manage risks from budgetary challenges by focusing on a novel approach to improve e-government performance in complex financial systems. Empirical research was based on three key issues: an approach to e-government, analyzing which variables need more attention to risk, and learning how to meet budgetary challenges to improve performance during governance. For this study, the data were conducted by Kosovo’s public institutions, more specifically at the central level and at the local level. A total of 38 questionnaires were analyzed and divided into three sessions, which were analyzed through three analyses, such as factor analysis, data reliability analysis, and multiple regression analysis, using SPSS version 23.0 for Windows. The research was conducted over the years 2017, 2018, 2019, and 2020, while the analysis involved several processes, where some of the factors were removed in order to make the model acceptable. In this case, 21 variables were tested and divided into 5 factors. The results showed that special attention should be paid to these factors to reduce budgetary challenges and increase the performance of e-government in complex financial systems, such as lack of resources, increasing the focus on risk management even after the transfer of funds from the ministry to the municipality, the selection of programs based on priorities and not on the basis of wishes and policies, having political stability, rule of law, and more control, and having regulations and guidelines from the practices of developed countries as well as taking into account the opinions of budget experts. The implications of this paper have to do with only a considerable number of variables, which were taken in the study as well as only in the municipalities of Kosovo. This paper discusses the work of Ismat Chughtai (1911–1991), a controversial writer whose long literary career extending over four decades roughly corresponds to the formative stages of the Indian women's movement. It interprets Chughtai's novella The Heart Breaks Free (1966) to forward an anti-teleological enquiry of the women's movement in India. This progressive teleology often suggested by a discussion of the ‘waves’, ‘stages’ or ‘phases’ of the Euro-American women's movement and adopted to postcolonial women's movements, such as those in (...) India, Jamaica and South Africa, is belied by the piecemeal legislative gains won by activist efforts. Some of the questions governing my enquiry are: What lessons can a questioning of teleology teach us about the gains and losses of postcolonial women's movements? If the alternative to teleology is, as I suggest, a genealogy, then what constitutes a genealogical enquiry into the women's movement in India? In face of apparent and self-acknowledged losses and ineffectiveness in recent times, would the movement's apparent unity across religious differences be a way of initiating such an inquiry or is another mode of analysis required? The paper directs attention to the Indian women's movement's attempts at bringing together women of different religious persuasions, legislative, and religious edicts related to Muslim women's right to co-habitation and divorce, and ‘cases’ that serve as testing points of the movement's struggle against religious and state authority. It also points to the neglected factor of economic security for women as a way in which a genealogical inquiry can proceed so as to strengthen the legislation and the movement itself. (shrink)

The interpretation of the verses of the Qur’ān, which contains condem-nation or criticism at the literal level towards the Prophet, has been the sub-ject of interest in contemporary studies as well as in classical tafser. The in-terpretation of such forms of addressing to the Prophet Muhammad (and some other prophets) can be analyzed within the framework of the idea of “Infallibility of Prophet” (ismat al-anbiyā) as well as in terms of the func-tional/performative references of the verses in the conditions (...) of their revela-tion. Therefore, Hz. Whether these verses that address the Prophet contain some kind of condemnation, if they contain it, whether this issue will be a contrast to the understanding of ismat is considered a common field of re-search related to the disciplines of tafsir [Quranic Exegesis]; and kalam [Is-lamic Theology]. Determining the meaning through activities such as reveal-ing the philologically probable meanings of the expressions contained in the verses in question and compiling narrations about the subject is related to the discipline of tafsirand the aspect of the subject that corresponds to the adjective ismat is related to the science of kalam. In this context, this article will focus on some problems that may result from ignoring the occasions of revelations, narrations of companions and successors and, some problems that may arise if the discussions on the subject of ismet which is related to the discipline of kalam, on Qur’ān translations based on the translation analysis of verse al-Ahzāb 33/1. Thus, in the light of the evaluations of the commentators of the classical period, the meaning understood from the verse will be compared with the literal meaning, the subject/discussions in different disciplines and the contributions of the results obtained from these discussions in solving the problems in another discipline will be mentioned.
